Our History

FRCTX traces its roots to the Texas Executives of Homes for Children, an association of leaders of caregiving agencies in Texas, that was formed in the 1960’s. In the beginning association focused on leadership development, but the association soon expanded its mission to include advocacy at the state level to strengthen services provided to vulnerable children in Texas. Two major pieces of legislation supported by the association were the licensing of child-care agencies and the creation of the Texas Adoption Registry.

In 2006, the association incorporated as the Texas Coalition of Homes for Children with a focus on promoting best practices and advocacy at the state and federal levels. In 2017, the association was instrumental in passage of legislation which supported the use of family-like settings for the care of Texas foster children when a suitable relative is not available. In 2026, the association began operating as the Family Resource Centers of Texas in recognition of the growth in programs and services dedicated to strengthening and supporting families. The association remains active in promoting best practices such as trauma-wise services and advocating at the state and federal levels for legislation to address the needs of children and families.
